Walter Welker was born on September 13, 1950 to Joyce and Carl Welker. His mother named him Walter after one of her brothers who was serving in Korea. He would be the only child of Joyce. He was a difficult baby to deliver and the doctor gave up on him trying to help save Joyce. The midwife took care of Walter at the time.
